Full Life-Cycle Defect Management Assessment

Problem	The "Experience Base" we propose will facilitate the early adoption of V&V practices by NASA project teams. This EB will enable teams to learn from one another as to how best to deploy inspections; reuse checklists and other resources appropriate to their context; and evaluate their performance against baseline data. It will help teams to satisfy the new NASA Procedural Requirements (NPR) 7150.2 as well as key CMMI requirements for software verification (namely to monitor and improve V&V effectiveness). In the long term, the EB will enable research into how V&V effort can best be distributed across the whole lifecycle. These results can have a significant impact as they will be disseminated via (and help address needs of) associated training courses.
Objective	This plan requires certain major objectives to be met in each of the two full years proposed: Year 1: Must have collaborated with two projects and created an initial model and set of heuristics concerning V&V activities and their relation to defect types caught and missed. Year 2: Must have deployed model and heuristics to at least one additional project and obtained feedback from projects for refinement. Must have deployed model to a web-accessible experience base, with enough initial content to begin building a user community. Experiences from additional projects are necessary for continued refinement. Additionally partial funding has been requested for year 3 which would fund training, collaborative work, and other effort required for successful hand-off of the database to NASA civil servants.
