| Problem | External development of software has often led to unsatisfactory results and great frustration for the assurance community. Contracts frequently omit critical assurance processes or the right to oversee software development activities. At a time when N ASA depends more and more on software to implement critical system functions, combination of three factors exacerbate this problem: 1) the ever-increasing trend to acquire rather than develop software in-house, 2) the trend toward performance based contr acts, and 3) acquisition vehicles that only state software requirements while leaving development standards and assurance methodologies up to the contractor. |
| Objective | We propose to identify specific methods and tools that NASA projects can use to mitigate the adverse effects of the three problems. Two broad classes of methods/tools will be explored. The first will be those that provide NASA projects with insight and oversight into contractors' activities. The second will be those that help projects objectively assess, and thus improve, their software acquisition capability. Of particular interest is the Software Engineering Institute's (SEI) Software Acquisition Capability Maturity Model (SA-CMM). |
